Personality
Victoria has proven to be a determined and courageous officer. She has shown no hesitation in being the first person into dangerous situations. She inspires the confidence of those under her command and those in command over her, with her calm and determined attitude.
Biography
Victoria Shepard was born in 2380, in Great Falls, Montana. She is the youngest of four children, with three older brothers. As a child she was always competing with them to prove that she was as strong and as smart as they were, taking part in the same martial arts competitions and science projects they did. She was particularly adept at Krav Maga, frequently beating her brothers and their friends in training. She idolized her father, Colonel Mark Shepard, a Federation Marine and loved to listen to his stories of adventure on the edges of Federation space whenever he returned to Earth.
In 2393, Victoria and her brother Ben heard about the discovery of ancient ruins on Mars. They wanted to see the new discoveries with their own eyes and so, without their parents’ consent, journeyed to the red planet. As they waited in line for the transporters from Bradbury Township to New Bedford, they overheard two men in Starfleet uniforms talking about a mysterious bio weapon discovered at the site. The men, merely masquerading as Starfleet officers, were planning to steal the weapon and sell it to the Orion Syndicate. When the siblings arrived at New Bedford, they tried to alert Starfleet Security to the planned robbery. However, the Security Chief did not believe their story. Instead, realizing they had been reported missing, tried to hold them at his office until their mother could collect them. Victoria asked the Chief if she could see some of the facility as she was planning to join Starfleet. As the Chief turned to enter the security code to a nearby door, Victoria snatched his phaser from his desk and stunned him. Victoria and her brother ran from the facility towards the ancient ruins. When they arrived, there were alarms ringing all around the excavation site, the bio weapon had been stolen! Ben and Victoria noticed that the phoney officers were part of the team assigned to look for the stolen weapon and decided to follow them. The two men retrieved the weapon from its hiding place and made their way to a secluded launch pad where a small vessel decloaked. Realizing this was their last chance to stop them, Victoria opened fire with her stolen phaser. The men fired back at her. She dodged and weaved closer and closer to them, forcing them away from their vessel. Starfleet security teams, having been alerted to the phaser fire, arrived and quickly ended the fight. Although her parents chastised her for running away, they could not deny her bravery. Neither could Victoria, who from then on would always be eager for adventure.
Service Record
Starfleet Academy
Victoria was accepted into Marine Officer training in 2398. She was a popular marine cadet especially when it came to sports. She won the Academy marathon in her sophomore year, beating the Starfleet favourite, cadet Talas. Talas and Victoria were incredibly competitive with one another and in the process they became friends.
Shepard was also a member of the Karate team where she terrified most of her competitors with her incredibly fast strikes. She was a disciplined student in the classroom too, earning a degree in Federation history.
USS Corbenic
After graduating from Starfleet, Victoria was assigned to the marine detachment of the USS Corbenic, a research vessel whose mission was to seek information about the Preservers. Starfleet believed that the Preservers held the “Holy Grail” to understanding sentient life and the Corbenic was their primary facility for their Preserver research.
Alcyon 3
In 2404, the Corbenic was investigating a lead on Alcyon 3, deep inside the Klingon Neutral Zone. Victoria’s platoon was beamed down to the surface with a science team to look for signs of Preserver technology. The ground team found an underground Preserver facility and began to explore it. Above the planet, a Klingon patrol discovered the Corbenic’s ion signature, forcing the vessel to decloak and leave orbit. Victoria’s platoon was forced to dig in and defend the facility from wave after wave of Klingon Shock Troops. Despite heavy losses, her platoon held the line for four days before the Corbenic was able to lead a task force to rescue them. For her actions, Victoria was awarded the Christopher Pike Medal of Valor.
Murder
After a skirmish with the Romulans in 2405, the Corbenic was sent to Starbase 37 for repairs and a minor refit. Most of the crew, including Victoria and the other Marines, were granted extended shore leave at the base. This was not her first visit to the Starbase and she was already friends with the ship’s Andorian Chief Security Officer, Lieutenant Talas. The pair met frequently for holodeck visits, runs in the Arboretum and drinks in the station’s bar. One morning, Victoria woke up in Talas’s quarters, her head still fuzzy from the Andorian Ale she had drank the previous evening. As she went to use the sonic shower, she realized she was covered in a sticky blue fluid. Filled with horror she ran back into the bedroom to see the bed was, like her, drenched in Andorian blood. Talas’s blood. Victoria was about to call the station’s doctor, when SCIS agents, acting on an anonymous tip, forced open the door and took her into custody for Talas’s murder.
After being interrogated by Special Agent Arbol, Victoria realizes that she cannot remember leaving the station’s bar that evening. The forensic team finds the murder weapon, a Klingon d'k tahg created by Victoria’s replicator, in Talas’s quarters. Arbol traces the time of the weapon’s replication and realizes that Victoria was in a briefing with Starfleet Intelligence and so could not have replicated the weapon. SCIS go through Talas’s security files, searching for someone with motive to kill her. Unfortunately, as the station’s Security Chief, there was a long list of disreputible people with a grudge against her. However, only one name couldn’t be traced, Jonas Louvois. Jonas had been convicted of theft on a number of occasions and had links to the Orion Syndicate. Victoria recognised him instantly, he had been one of the men she had prevented from stealing the ancient Martian bio weapon twelve years earlier. With Arbol’s help, she could piece together the events of that night. They had been in the bar, but Victoria had felt unwell, her drink surrepticiously poisoned by Louvois disguised as a Bolian bartender. The pair left the bar, both intending to go to their own quarters, but because Victoria was about to pass out, Talas decided to look after her. Louvois ambushed them as they got to the doorway, forcing them inside. He repeatedly stabbed Talas, then put the knife in Victoria’s unconcious hand and then transported to his ship. With Talas dead and Victoria framed for murder, he would have his revenge on them and divert the attention of Starfleet’s law enforcement long enough for his own smuggling activities.
Victoria and Arbol went into pursuit of Louvois, tracking him through five star systems. When they caught up with him in a seedy Orion bar, a fight broke out. Louvois tried to escape, but Victoria caught him outside she easily disarmed him and beat him mercilessly against the bar wall. She pulled her phaser pistol out on the prone man and put it under his chin, set high enough to vapourise his head. Arbol came out behind her and warned her not to fire, not because he would have to arrest her, but because she is not a killer. Arbol was right, Victoria reholstered her phaser and they took Louvois back to Starbase 37 for trial.
Starbase 37
In 2407, Victoria was transferred to Starbase 37’s Sector Tactical Command as Executive Officer for their Marine Company. With the Federation’s diplomatic relationship with the Klingons deteriorating, Starbase 37 increased the number of Marine and Starfleet personnel. As it became increasingly necessary to coordinate forces, Victoria took on additional responsibilities as Starfleet liason. In 2408 this led to her officially gaining a Starfleet rank equivalent to her Marine one, Lieutenant Junior Grade.
